President Obama is scheduled to outline the changes he wants to make to the National Security Agency (NSA) at 11 a.m. ET today.

According to the Wall Street Journal, the president's speech will call for an end to the mass collection of U.S. phone call metadata. His plan would also require court approval if the government wants to peruse the collected data.

The Washington Post, meanwhile, said that the president has asked the Justice Department to come up with a plan by March 28 that would transition control of the metadata away from the feds. Congress will also be asked to give their two cents on phone record collection.

All of this comes after former NSA contractor Edward Snowden last year leaked a treasure trove of documents from the secretive agency. He is now living in exile in Russia, but journalists reportedly have many more documents to release. Just this morning, The Guardian reported that the NSA collects about 200 million text messages each day for intelligence purposes.
