The National Security Agency is drawing up plans for "Perfect Citizen," a program designed to install sensors to detect and fight early cyberattacks, according to a report.

According to the Wall Street Journal, "Perfect Citizen" is being seen by some as an attempt by the NSA to tie itself more closely to domestic matters, while others believe it to be a necessary part of defending the nation from cyber warfare.

Defense contractor Raytheon has been given a contract to design the initial phase of the project. While a U.S. military official reportedly called the project a long overdue addition to national security, others questioned whether or not the program goes too far.
